Issuance of Occupancy Certification for the Building Construction

Post-construction Procedure (Single Window)

Low Risk

Step 1: Login to the Application 

After the completion of the erection of a building or the execution of any work, the owner of the building shall submit completion application & on receipt of the application of completion of building or work, the Board of Councillors shall certify that the erection of the building or the execution of the work has been done in accordance with the sanctioned plan in terms of Rule 34 (as per WBMB Rules, 2007).
For login, Citizen should enter his/her ‘User Name’ & ‘Password’ and type the ‘Captcha’ as it appears in the screen then press Login to enter the home page of the application.

Step 2: Apply to Service 

In order to apply for Occupancy Certificate, an existing building plan approval & plinth level certifications are mandatory. To proceed with the application the user needs to select the previous service availed from-
a. SWS-OBPAS
Or
b. Other than SWS-OBPAS

Step 3: CAF fill-up

Please select one of the following options for the type of Occupancy Certificate required-

  • Occupancy
  • Partial Occupancy
  • Block Wise Occupancy

If previous buildings plan sanction taken from SWS-OBPAS, then only AIN to be put & the entire data will fetch & citizen can save the file (unique AIN for Occupancy Certification shall generate) & send to consultant for final submission.
If previous buildings plan sanction taken from Other than SWS-OBPAS, then Citizen has to fill-up the entire CAF & send to consultant for final submission.
The Applicant has to fill-up all information in basic information’s, carefully. If there is any error in entering information the application will be liable for rejection. The Applicant will click to ‘Save / Next’ for further processing.

Step 4: Self-certification for the Low risk buildings

Applicant enters values against the parameters related to risk along with other details. The engaged Licensed Building Surveyor (I/II) or Architect, as the case may be, shall send the Self-certification regarding the completion of the building, as confirmed by the applicant of the building plan / owner of the building, in the prescribed format of Annexture-1B of the Notification no 172/UDMA-15011(24)/11/2021-LS-MA SEC, digitally to the concerned ULB.

Step 5: Uploading of NOCs (pre-requisites, if any)

If required, Citizen or technical personnel’s can upload No Objection Certificates which is already obtained from competent NOC authority.

Step 6: Uploading of Supporting Documents

Attach Supporting Documents for ULB verifications.
Supporting documents can be uploaded by clicking ‘Choose File’ button. After uploading all the mandatory supporting documents, the consultants should save the application.
The consultant can view the application details and supporting document list before final submission of the application and can be corrected if any error is found.

Step 7: File submitted to ULB (Consultant Completed, Nodal officer action pending)

When the consultants send the application to the ULB, applicant receives sms & email notifications. This contains AIN & application status.

Step 8: Making online payment as per demand note generated

Depends on Board of Councillors decision, a demand note may be generated (Balance fees, if any) & visible in detailed view page containing total amount to be paid. To continue, citizens click on the ‘Pay now’ or click on a ‘link’ (received in email) to make online payment.

Step 9: Application approved

On clicking ‘Signature’ button at the detailed view page a pop-up will appear.
The user will have to click on the ‘Occupancy Certificate’ icon to get the ‘Approval Certificate’.

Medium Risk

Step 1: Login to the Application

Step 4: Third Party Certification of Inspection in case of Medium risk buildings

The 3rd party Consultant means any Licensed Building Surveyor Class-I/Class-II duly empanelled in any Municipality/Municipal Corporation/Notified Area Authority/Industrial Township Authority of the State, other than the empanelled LBS Class-I/ Class-II who has been actually engaged by the applicant of the building plan / owner of the building for the purpose of sanction of building plan and/or supervision of the construction of the same building.

Step 5: Working Procedure of Third Party Consultant

The applicant of the building plan / owner of the building shall choose a 3rd party consultant (LBS Class-I or Class-II), as the case may be, from the available list of empanelled technical personnel of that category (LBS) in OBPAS and engage that technical personnel (Consultant) through sending an intimation to that Consultant digitally. The concerned 3rd party consultant will send his confirmation within 2 days to the applicant of the building plan / owner of the building digitally. The 3rd party consultant (LBS Class-I/Class-II) shall make the inspection of the building site within 3 days from the date of sending his digital consent to the ULB and shall upload the e-Certificate in the prescribed format of Annexure- 2B of the Notification no 172/UDMA-15011(24)/11/2021-LS-MA SEC, digitally to the concerned ULB. The 3rd party consultant shall also fill up a check list in the specified format simultaneously and submit it to the ULB digitally using his own LOG-IN credential.

Step 4: Consultant Declaration

The Consultant shall declaration through online. Consultant Declaration:
"The structural construction up to the plinth level or up to 1.0 metre above ground level whichever is higher on Plot No : __________ Khatiyan No ____________, Street ___________________, Ward No _________ has been completed on ________________ according to the plan sanctioned vide AIN/ Building Permit No. ___________________________ dated ___________________ by your ULB.
The work has been done in accordance with the sanctioned plan and to the best of my/our satisfaction. The workmanship and all the materials (type and grade) have been used strictly in accordance with general and detailed specification. In case the above certification is found false or malafide on subsequent verification/inspection by the competent authority, I/We shall be held fully responsible for such default and shall be liable for any punishment for such offense as per law."

Related to other Department for Construction Permit

Step 1

The Common Application Form (CAF) is to be filled up for NOC.

a) Issuance of Fire Safety Certificate (FSC) by West Bengal Fire Service & Emergency Services Directorate under Department of Fire & Emergency Services, Govt. of West Bengal

The NOC Clearance is mandatory of building:

  1. Residential Building without basement above 15.5 mt.
  2. Residential building with basement irrespective of height.
  3. All buildings other than residential building irrespective of height.

b) License to work a Lift / Escalator by Directorate of Electricity under Department of Power & Non-conventional Energy Sources, Government of West Bengal

The NOC Clearances is mandatory of building of height 15.5 mt. or above for installation of Lift or Escalator.

Step 2

The pre requisite documents of NOC are to be uploaded thereafter.

Step 3

The Common Application Form (CAF) will be sent to ULB and concerned NOC authority simultaneously.
