Pre-construction Comprehensive List of Documents (Single Window)

Low Risk

  1. Copy of the Registered Deed of Conveyance / Lease Deed / Chain/Link Deed (Partition Deed/Exchange Deed/Amalgamation Deed/Gift Deed / Parcha Property) etc.
  2. Property under Will" duly certified by the Competent Authority if the land is transferred through testate succession.
  3. Up to date paid up Municipal Property Tax receipt of the concerned holding.
  4. Copy of the Final Possession Certificate along with Site Plan showing mandatory open spaces if the plot is located within Salt Lake Township (within BMC) or NDITA area.
  5. Mutation Certificate of BLLRO/ Record-of-Rights (Parcha) from BLLRO office.
  6. Development Permission under WB Town & Country (Planning) Act, 1979 by the Development Authorities (if applicable).
  7. Combined affidavit and undertaking for common passage, Power of Attorney and Indemnity Bond.
  8. When applicant is a Government/semi Government/Statutory Body, allotment and possession letter of the land along with the site plan, land area and boundary given by the Land Acquisition Collector / Concerned department.
  9. Copy of the previous Approved Completion Plan / sanctioned plan in case of any existing structure (in case of unavailability of the above document, upload any other relevant Govt. document & newly prepared Architectural drawing of the existing building in .pdf format duly authenticated by the Architect/LBS concerned).
  10. Copy of the Occupancy or Completion Certificate in case of any existing structure, if any.
  11. Test reports for stability of slope as per Rule 157 (in case of hill area only).
  12. Approved Site Plan if any.
  13. Detailed Architectural drawing(s) (in “.dwg” format) duly authenticated by the technical personnel as per provision of WBMBR, 2007 (as amended) with specifications of the work. Only 1 dwg input file in 1 application
    (If site plan was not sanctioned earlier and/or addition of plot occurs, the site plan will be drawn on the architectural drawing without formatting).
  14. Detailed Structural drawing(s) (in “.pdf” format) duly authenticated by the technical personnel as per provision of WBMBR, 2007 (as amended) with specifications of the work.
  15. Certificate of the appropriate authority for claim of additional FAR for green buildings, mass housing projects and IT buildings.
  16. Estimate prepared as per prevalent Govt. schedule(s)* ( Analysis of rate supported by minimum four quotations and comparative statement (if market rate is involved) is required for non-schedule item(s)).
  17. House water supply layout drawing.
  18. House Sewer pipe/drain layout drawing.
  19. Copy of the Occupancy or Completion Certificate in case of any existing structure, if any.

Medium Risk

Structural Design calculation as per Indian Standard Code of practices, duly authenticated by the concerned technical personnel with analysis done manually (restricted up to medium risk building) / in form of input file(s) of STAAD /ETABS. In case of high risk building , allowed file types will be .std & .edb only.
  18. Estimate prepared as per prevalent Govt. schedule(s)* ( Analysis of rate supported by minimum four quotations and comparative statement (if market rate is involved) is required for non-schedule item(s)).
  19. House water supply layout drawing.
  20. House Sewer pipe/drain layout drawing.
  21. Copy of the Occupancy or Completion Certificate in case of any existing structure, if any.

b) Permission Letter for Installation Lift / Escalator by the Directorate of Electricity under Department of Power & Non-conventional Energy Sources, Government of West Bengal

  1. Duly filled up Form-A signed by the Owner / Power of Attorney Holder and Counter Signed by the Lift Erecting Firm.
  2. Current Property Tax receipt for Proof of Ownership
  3. Sanctioned Building Plan.
  4. Layout drawing of the Lift. Drawing Number and Date of Approval of competent authority shall be written in Layout Drawing of Lift
  5. Self-Declaration by owner indicating the layout drawing of Lift is made as per the duly sanctioned plan
  6. Self-Declaration by Lift Erecting Firm indicating the layout drawing of Lift is made as per the duly sanctioned plan

c) ULC Clearance by Competent Authority, Urban Land Ceiling (ULC) under Department of Urban Development & Municipal Affairs, Govt. of West Bengal

  1. Deed of conveyance.
  2. Existing Site Plan of the Property including Structures/Buildings.
  3. Site Plan of the Proposed Structures/Buildings.
  4. General Power of Attorney in case of Development Agreement
  5. Partnership Deed/Trusted Deed in case of Partnership Firm/Trust
  6. Affidavit duly sworn before Judicial/Executive Magistrate of Notary Public
  7. Whether any Exemption order under section 20(1)(a) of the UL(C&R) Act, 1976 was formed by the Department in respect of the Land.

d) No Objection Certificate for Height Clearance by Airport Authority of India (AAI), Govt. of India (NOCAS)

  1. Site Coordinates Certificate (WGS84 datum).
  2. Site Elevation Certificate.
  3. Undertaking on Form 1A (In case application is not filed by Owner).
  4. Authorization Letter (In case application is not filed by Owner)
  5. Permission from Airport Operator (only if sites within Airport premise/within the land belonging to Airport Operator)

e) No Objection Certificate for undertaking construction in the Regulated Area of Centrally Protected Monuments by National Monuments Authority (NMA) , Government of India
