Step 1: Citizen Registration & Citizen Acknowledgement.
In order to login to the e-Grihanaksha Portal, the user should do Citizen registration (using an internet browser, type the ‘https://obpsudma.wb.gov.in’ in the address bar and press Enter).
In Citizen registration there are few mandatory fields like, Name, Mobile no., Email ID, preferred User Name, Password, ID proof.
After successful registration, an acknowledgement shall get by citizen. Also citizen shall get his username & password through sms & email notification.
If the Citizen has forgotten the password, click ‘Forgot Password’ & reset his/her password.
Step 2: Login to the Application
For login, Citizen should enter his/her ‘User Name’ & ‘Password’ and type the ‘Captcha’ as it appears on the screen then press Login to enter the home page of the application.
Step 3: Apply to Service (CAF initiation)
After login to e-Grihanaksha Portal, the ‘Home Page’ will appear. It shows the comprehensive list of services.
To proceed with the application the user needs to click on ‘Common Application Form’ button.
Step 4: CAF fill-up (Owner details , Site details, Specifications, Land & Building details, Other details)
The Applicant has to fill-up all information in basic information, carefully. If there is any error in entering information the application will be liable for rejection. The Applicant will click to ‘Save / Next’ for further processing.
Step 5: Engagement Technical Personnel
Applicant enters values against the parameters related to risk along with other details.
Computerized risk assessment based on the input given, system classifies risk of the building as Low, i.e., identifies building/area that needs to be inspected based on risk assessment, and sends the application to ULB.
The Applicant will choose technical personnel (LBS/ Architect, Geotechnical Engineer, Structural Engineer, Structural reviewer etc.) as per requirement, from the list of empanelment of technical personnel of the respective ULB according to his/ her/ their own choice.
Step 6: Save the application & Send to consultant
Enter the relevant fields (red asterisks) & citizen can save the file. A unique AIN (Application Identification Number) shall generate.
Citizen can send the file to his/her technical personnel (LBS/ Architect), clicking on “Send to consultant” button.
Step 7: Consultant Login & fill-up all technical parameters mentioned in CAF
For login, technical personnel’s should enter his/her ‘User Name’ & ‘Password’ and type the ‘Captcha’ as it appears in the screen then press Login to enter into the assigned file.
The technical personnel will prepare design, drawing, estimate etc. as per requirement of Citizen and maintaining the guidelines of West Bengal Municipal Building Rules 2007 (amended).
Step 8: Uploading of NOCs (pre-requisites, if any)
Citizen or technical personnel’s can upload No Objection Certificates which is already obtained from competent NOC authority.
Step 9: Uploading of Supporting Documents
Attach Supporting Documents for ULB verifications.
Supporting documents can be uploaded by clicking ‘Choose File’ button. After uploading all the mandatory supporting documents, the consultants should save the application.
The consultant can view the application details and supporting document list before final submission of the application and can be corrected if any error is found.
Step 10: Send to Auto-Scrutiny Engine (Architectural drawing)
After filling-up of all fields (CAF), consultants shall send the Architectural drawing (.dwg) to Smart-DCR Auto-Scrutiny Engine for checking (as per WBMBR 2007 & amendments).
Step 11: File submitted to ULB (Scrutiny Completed, Nodal officer action pending)
When the drawing is successfully scrutinized, the application automatically moved to ULB.
Applicant receives sms & email notifications. This contains AIN & application status.
Application Identification Number (AIN) is 20 digits, alpha-numeric number provided in the notifications, mainly used to track the application before approval.
Step 12: Making online payment as per demand note generated
A demand note shall visible in detailed view page containing total amount to be paid. To continue, citizens click on the ‘Pay now’ or click on a ‘link’ (received in email) to make online payment.
There are various payment modes supported by PayU. Some of these payment modes like debit card, net banking are by default available.
Step 13: Application approved
On clicking ‘Signature’ button at the detailed view page a pop-up will appear.
The user will have to click on the ‘Building permit’ icon to get the ‘Approval Certificate’ & ‘Building Plan’ icon to get the ‘Approved Drawing’.
All are digitally signed documents.
Medium Risk

The Common Application Form (CAF) is to be filled up for NOC.
a) Fire Safety Recommendation (FSR) by West Bengal Fire Service & Emergency Services Directorate under Department of Fire & Emergency Services, Govt. of West Bengal
The NOC Clearance is mandatory of building:
b) Permission Letter for Installation Lift / Escalator by the Directorate of Electricity under Department of Power & Non-conventional Energy Sources, Government of West Bengal
The NOC Clearances is mandatory of building of height 15.5 mt. or above for installation of Lift or Escalator.
c) ULC Clearance by Competent Authority, Urban Land Ceiling (ULC) under Department of Urban Development & Municipal Affairs, Govt. of West Bengal
As per Rules of the West Bengal Municipal Building Rules, 2007 (amended) & KMC Building Rules, 2009, any person who intends to erect a new building on any site or to re-erect or make addition or alterations shall have to obtain a No Objection Certificate from the Competent Authority under the Urban Land (Ceiling and Regulation) Act, 1976, if the size of the plot or site is more than 500 sq.mt. or more. Competent Authority (CA) under the Urban Land (Ceiling and Regulation) Act, 1976 issues the No Objection Certificate (NOC) to the applicant after verifying that the applicant concerned does not hold any ceiling excess vacant land in the plot or site of the proposed building, as mentioned in the application. The said NOC is issued by the Competent Authority as specified in the concerned Notification of the Urban Development & Municipal Affairs Department in terms of the West Bengal Right to Public Service Act, 2013.
d) No Objection Certificate for Height Clearance by Airport Authority of India (AAI), Govt. of India (NOCAS)
An online system for height clearance for buildings and structures around civil airports by Airports Authority of India.
e) No Objection Certificate for undertaking construction in the Regulated Area of Centrally Protected Monuments by National Monuments Authority (NMA) , Government of India
Requisite portion of CAF of any individual applicant/firm/Govt. organization who wants to get the clearance from the National Monuments Authority on their proposed sites of construction / re-construction which falls within the limit of any centrally protected monument/sites. The form contains the details on the proposed work with the enclosures on the building plans, maps, property papers etc.
Step 2
The pre requisite documents of NOC are to be uploaded thereafter.
Step 3
Then the Common Application Form (CAF) will be sent for Auto Scrutiny.(for Architectural drawing of the proposed building).
Step 4
After Auto Scrutiny completion, the file automatically goes to NOC authorities for Clearance.
